The Policy and Politics Annual Conference 2015 kicked off with a fascinating challenge to our thinking about democracy and the state. Mark Purcell, from the University of Washington, took us on a philosophical journey of discovery about the true meaning of the word democracy, concluding with the notion that the state and democracy are the antithesis of one another.

Mark offered us what he termed a minor current of thought to haunt our discussions and to stimulate new and better currents of thought throughout the conference. He premised his presentation on the idea that the state and democracy need to be seen as antithesis and that we do indeed need democracy.

Compound Collaboration

Complexity theorists talk about “networks of networks.”   Engineers talk of “systems of systems.”  My article in Policy & Politics is essentially about “collaborations of collaborations.”

Large-scale efforts to address multi-faceted problems that mobilize many independent stakeholders often take the form of compound collaborations.   The collaborative Everglades Restoration Program in the U.S. includes over 80 restoration projects, each requiring collaboration.  The Intergovernmental Panel on Climate Change is a complex effort aggregating the outputs of thousands of scientists collaborating in different tasks forces and working groups. And UNAIDS, the Stop TB Partnership, and the Roll Back Malaria Partnership–the subjects of my article–are international collaborations of national collaborations to halt the spread of major global diseases.

Polycentric governance networks – how do they work in metropolitan planning organizations?

Asim Zia, University of Vermont, discusses the background to his article in the latest issue of Policy & Politics, Scale and intensity of collaboration as determinants of performance management gaps in polycentric governance networks: Evidence from a national survey of metropolitan planning organisations (MPOs)

This article represents convergence of two theoretical streams in the public policy, political science and public management literature: on the one hand, Elinor Ostrom’s stellar career laid the foundations for the notion of ‘polycentric governance’; on the other hand, advancements in network governance and collaborative governance theory led to the notion of ‘governance networks’ that use methodological rigor of network science and systems analysis to unpack decision making dynamics in various public and public-private action arenas. In this paper, we develop the theoretical notion of ‘polycentric governance networks’ and study their manifestation in the world of ‘metropolitan planning organizations’ (MPOs).

A redesign of representative democracy can enhance policy innovation

A key task of elected politicians is to develop new innovative policies that address old unsolved as well as emerging policy problems. One of the causes of the current disenchantment of representative democracy is that mainstream forms of representative government favour hierarchy and competition, but provide poor conditions for collaboration between actors with relevant innovation assets. Hierarchy and competition are important innovation drivers because they put innovation on the political agenda and give politicians the incentive to innovate. However, as pointed out in recent strands of governance research and innovation theory, collaboration plays an essential role in creating the innovations. Dialogue between actors with different backgrounds and perspectives on a policy problem is valuable because it can promote creative destructions of existing policy positions, qualify the search for new ideas, inform prototyping and create joint ownership between policy makers and those who implement and diffuse new policies.

The last time I’d been here it had been for ‘What the Frock’.  I half expected Bristol’s very own platinum-blonde award winning comedian Jayde Adams to start serenading from behind a velvet curtain. However, on this sultry spring evening at the Square Club in Clifton, Bristol, my job was to chair the Institute for Arts and Ideas’ Bristol West Hustings.

Seven parliamentary candidates were present. Sitting to my left: the incumbent Stephen Williams (Lib Dem); Thangham Debbonaire (Labour), Darren Hall (Greens) and Paul Turner (UKIP). Sitting to my right: Claire Hiscott (Conservative); Dawn Parry (Independent) and Stewart Weston (Left Unity).

Policy networks – an idea whose time has come?

With a general election just around the corner, everyone is on high alert for scandals. No one (well, ok – everyone except the politicians) wants to see another Bullingdon Club revelation, or a phone-hacking story. While there are a myriad ways for a politician to damage their credibility, it seems that old-boy’s networks are pretty widely understood to be Bad News.  Getting a job or any other benefit through a friend, a school-mate, a wife, or a man you met down the pub is – however usual – frowned on.

But human beings, like all primates, are social beings. This does not stop being the case just because people have got decision-making tasks. Interpersonal connections are known to influence everything from where policymakers find evidence, create agendas, develop policies – in fact, as our systematic review showed, every part of the policy process. Is there “one best way” to govern public services?

What is the best way to organize the design and implementation of public policies and services? We do not pretend to know. Further, we would argue that a meaningful answer can be provided only contingently. It might therefore be more productive to ask a slightly different question: How can we go about figuring out – in a given situation at a specific time with respect to a specific complex of decisions and services – what the best way might be?

A century ago, industrial engineer Frederick Taylor famously argued that managers ought to determine the one best way to do any given task, and then train their subordinates to do things in precisely that best way. Contemporary scholars of organization, however, tend to agree that activities for which a single best way can be prescribed and implemented are very rare. In the 1950s, scholars in the rapidly suburbanizing U.S. debated whether local -government policies and services were better organized through a multiplicity of jurisdictions or through unitary consolidated metropolitan governments. In 2013 there was controversy when it emerged in the UK that unemployed jobseekers had unwittingly been used as guinea pigs for a government experiment. They had been told to complete an online psychometric questionnaire called ‘MyStrengths’, with the threat of benefit withdrawal if they did not comply. Having entered their answers, participants were presented with apparently personalised electronic messages of ‘positive reinforcement’ eg that their answers had demonstrated a ‘love of learning’. But it later transpired that no matter what answers were entered, everybody received exactly the same messages. What impact do mayors have on the cities that elect them?

Greater Manchester will become the next urban area in the UK to directly elect a mayor, following Bristol who first elected a mayor in 2012. One of the frustrations in the debate around directly elected mayors, however, is the lack of empirical evidence around which to evaluate their impact. Here, David Sweeting presents some early analysis of data from both before and after the introduction of the mayoral system in Bristol.

Recently George Osborne announced the creation of a ‘metro-mayor’ for Greater Manchester. In doing so he has joined a long line of heavyweight politicians who have endorsed the idea of directly elected mayors as at least part of the solution to issues in urban governance in English cities.
