The ‘Scottish approach’ to policy and policymaking

This is an introduction to the Open Access journal article – “The ‘Scottish approach’ to policy and policymaking: what issues are territorial and what are universal?” by Paul Cairney, Siabhainn Russell, and Emily St Denny, in Policy and Politics.

The ‘Scottish approach’ refers to the Scottish Government’s reputation for pursuing a consultative and cooperative style when it makes and implements policy in devolved areas (including health, education, local government and justice). It works with voluntary groups, unions, professional bodies, the private sector and local and health authorities to gather information and foster support for its policy aims. This approach extends to policy delivery, with the Scottish Government willing to produce a broad national strategy and series of priorities – underpinned by the ‘National Performance Framework’ – and trust bodies such as local authorities to meet its aims. In turn, local authorities work with a wide range of bodies in the public, voluntary and private sector – in ‘Community Planning Partnerships’ – to produce shared aims relevant to their local areas. ‘Single Outcome Agreements’ mark a symbolic shift away from ‘topdown’ implementation, in which local authorities and other bodies are punished if they do not meet short-term targets, towards the production of longer-term shared aims and cooperation. In exploring a range of challenges to the state, some of which ‘condense’ into crises, he offers some thoughts on the future of the state, its management of crises and its challenges.

Continuing with the theme of the state, but with a specific focus on welfare, Peter Taylor-Gooby argues powerfully about the critical need for a welfare state, particularly in the context of harsh spending cuts which affect the poorest and most vulnerable groups in society. In his article Making the Case for the Welfare State, he argues for more inclusive discourses around welfare, so reframing the way people think about work, reward and welfare.

Craig Berry’s article also addresses the issue of welfare. In Citizenship in a financialised society: financial inclusion and the state before and after the crash, he unpacks the ‘financial inclusion’ agenda which has been extensively promoted by successive UK governments. This agenda, he argues, can ‘empower’ individuals to play an enhanced role in ensuring their own financial security without relying on the state. However, in his subsequent critical analysis, he reveals its more covert aspects, such as the increased hidden risks that ‘financial inclusion’ exposes individuals to, in order to secure macroeconomic growth at all costs.

There is further exploration of the role of the state, this time in relation to the markets, in Allan Cochrane and Bob Colenutt’s piece on Governing the Ungovernable: spatial policy, markets and volume house-building in a growth region. They deconstruct the global rhetoric promoting the role of private markets in the provision of new housing and how it masks a more complex reality. They offer perceptive critical reflections on the consequences of policies that sanction ‘light touch’ state involvement in a housing development market shaped by the priorities of powerful corporate actors.

Exploring a wide-ranging array of other policy issues, this edition of Policy & Politics also includes an article by Gary Bridge and Deborah Wilson called Towards an interactive sociological rational choice approach to theorising class dimensions of school choice. By exploring the value of two established perspectives on decision-making, they develop a third framework for explaining how school choices are made by parents in the UK. They argue that using this new framework could result in policy benefits such as reducing social class differentials between schools and subsequent educational outcomes.

In a similar vein, Annette Hastings and Peter Matthews proffer a new approach for analysing middle class service use in their article on Bourdieu and the Big Society: empowering the powerful in public service provision? Building on Bourdieu’s theory of practice to theorise middle-class use of public services, they proffer a new theoretical framework and evidence how engagement with the state is a classed practice, producing benefits for those already empowered. They conclude with a call to action to policy scholars and practitioners to fully understand how advantage comes about, so that it can be challenged if it is unfair and leads to detrimental outcomes.

On a different topic, Jitske Verkerk, Geert Teisman and Arwin van Buuren explore the challenges of a complex, multi-governance setting in their article on Synchronising climate adaptation processes in a multilevel governance setting: exploring synchronisation of governance levels in the Dutch Delta. They analyse how the concept of synchronisation helps actors to connect multilevel governance processes that all have their own development, logic and self-organising dynamics. Using a case study based on the Dutch Delta, they demonstrate how the concept of synchronisation helps to understand the self-organising coordinative capacity within multilevel governance processes and produce a coherent adaptation strategy.

Last but not least, Keerty Nakray explores the concept of gender budgeting and the challenges to operationalising gender justice in India in her article on Gender budgeting and public policy: the challenges to operationalising gender justice in India. In a thorough analysis of the Indian gender budget statement of 2005, Nakray demonstrates how incomplete the process was. It failed to take into account all the gender budget procedures that needed to be implemented in order to achieve tangible gender equality outcomes, despite being viewed as a progressive development by the transnational feminist movement. She highlights that gender budgets should be further consolidated within central administrative mechanisms to result in more gender sensitive approaches to governance.

Where next? New politics, kinder politics, and the myth of anti-politics

For many commentators the 2015 General Election was the first genuinely ‘anti-political’ election but at the same time it was one in which the existence of a major debate about the nature of British democracy served to politicize huge sections of society. The surge in party membership for the Scottish National Party, for example, with over 100,000 members at the time of the election (i.e. far more members than soldiers in the whole British Army) deserves some explanation in a context dominated by the rhetoric of disenchantment and decline. The subsequent election of Jeremy Corbyn as Leader of the Labour Party with over a quarter of a million votes (59.5% of those cast) raises further questions about ‘anti-politics being all the rage’.

The simple fact is that ‘anti-politics’ is a myth. It is also a dangerous myth due to the manner in which it seeks to perpetuate cynicism when the evidence is arguably far more positive. The truth is that the results of the 2015 General Election and the Labour leadership contest were actually more anti-establishment than anti-political. Below is the text of the talk I just gave at the Policy & Politics conference in Bristol (England). As you can see, I was very conscious of the audience, which I was not quite sure I had a handle on, but which turned out, I think, to be a group of people who think a lot about government and policy, but do so very critically and intelligently. So my message, that we need to get serious about thinking democracy without the State, was in a sense a message “from beyond,” but one they were able to hear and engage with, even if they did not fully accept it. Also important to know is that the theme of the conference was “Democracy, Inequality, and Power.”

DEMOCRACY AGAINST, BEYOND, AND WITHOUT THE STATE

Introduction

When you find yourself on a list of plenary speakers like this one, in which all the others have really deep track records of academic achievement, you ask yourself what the heck you are doing here and what you can contribute. I don’t have their record, I am not a social scientist, I don’t study inequality, I am not even British.

I guess what I am is someone who has thought about and written some on democracy, on the idea and practices of democracy. So I thought what I would do today is offer a contribution along those lines. What I plan to do, we’ll see how it goes, is to introduce into the conference what I anticipate will be a minor current of thought. Continue reading

Danny Dorling on the persistence of social inequality

Based on his plenary session at the 2015 Policy & Politics conference on why social inequalities persist, Danny Dorling talked to Policy & Politics about the persistence of growing inequalities in the UK. Drawing on multiple sources of evidence, he suggests causal links with depleting mental health in the young, the increased use of anti-depressent drugs, and high rates of infant deaths than in similar affluent countries, sketching a narrative of the insidious potential social consequences for our society in a hundred years’ time…

Protecting the services of the middle classes

May 2015 saw another election victory for the Conservative party in a UK general election, as they formed a majority government at Westminster. Many are concerned about the social equity issues arising from some of the policy decisions already announced, not least the £12 billion in welfare cuts announced in the July budget. However, as we suggest in our paper past research shows we should not be surprised about the direction policy is taking – Julian LeGrand’s work analysing the spending priorities implicit in the cuts meted out by the Thatcher government between 1979 and 1983 showed not only that they were focused on welfare, but that they protected “middle class” services such as education and health. These are also the services that Conservative voters were most likely to use. Continue reading

2015 paper prizes are announced!

Last week at the conference dinner of the Policy & Politics Annual Conference, the 2015 prizes for award winning papers were announced.

The winner of the Ken Young prize for the best paper overall was awarded to Will Leggett for his 2014 article entitled ‘The politics of behavioural change: nudge, neo-liberalism and the state’, Policy & Politics, 42 (1), 3-19.

The winner of the Bleddyn Davies prize for the best early career paper was awarded to Caroline Kuzemko for her 2014 article entitled ‘Politicising UK energy: what “speaking energy security” can do’, Policy & Politics, 42 (2), 259-74.

Can democracy survive?

For the final plenary session of the conference Prof. Andrew Gamble, from Cambridge University, took us back to the issue of democracy and its ability to survive and even thrive. We were reminded that for the first time in the modern state system authoritarian regimes are in retreat and representative democracy, in some form or other, is on the rise.

Representative liberal democracies have been described as the least admirable form of governance not least because of their inability to take difficult decisions and their short term thinking. Despite this, in the 20th century, representative democracy came to be seen as an ideal state. But it now seems we are in a time of transition, where there is a real disengagement and disillusionment with mainstream politics, where the choice is narrowing and where people are indifferent to their right to vote. The human cost of inequality

The second day of the conference started with an excellent presentation from Prof. Kate Pickett, from the University of York. Kate co-authored the influential book “The Spirit Level” which provided evidence to illustrate how almost everything is affected not by how wealthy a society is but how equal it is. The book was written at a time when inequality was not being discussed, and even now, whilst it is indeed the subject of much more debate on an international stage, it is still only rhetoric, and we are still waiting for this to translate into real action.

There are some shocking statistics that illustrate the level of the challenge we face across the globe, such as the one used by Oxfam – the 85 richest people on the planet have the same wealth as 3.5 billion of the poorest people – illustrating a truly grotesque level of inequality. But, as Kate pointed out, we need to remember that these are not just meaningless, abstract numbers, they represent real human suffering and have real impacts. Continue reading

Why social inequality persists

The second plenary session of the Policy and Politics Annual Conference was delivered by Prof. Danny Dorling, who provided a shocking and somewhat scary analysis of the increasing levels of inequality in the UK. The big question for us all to consider is why there is no consistent challenge to this situation and why we appear to accept the disparities that exist. Why is it acceptable and why would anyone think inequalities are a good thing?

One answer to the question is that we don’t actually realise how unequal we are as a society. But a quick look through some of the statistics soon provides the evidence we need. Danny took us through graph after graph that more than adequately demonstrated just how big the problem is and that it is increasing. One example to illustrate the point, in 2010 the best off tenth of the population in the UK were nearly 14 times better off than the worst off tenth. By 2015 this had grown to more than 17 times better off, and if the trend continues on a similar course in less than 20 years the best off will have over 24 times as much disposable income as the worst off.
