Policy & Politics is a top quartile journal in public administration and political science. Its co-editors, Oscar Berglund, Claire Dunlop and Chris Weible, invite articles for a themed issue on “Transformational Change through Public Policy”. The deadline for abstract submissions is May 14 2021.

How can Public Policy as a discipline contribute to desperately needed transformational change in our societies? Climate scientists call for systemic change; our liberal democracies suffer from crises in legitimacy; economic and social inequality continues to grow; culture wars increasingly polarise societies, and so on. Scholars have excelled at describing and diagnosing these problems exploring and explaining how they have emerged, and occasionally positing few ideas for their improvements. Despite the knowledge gained in our scholarship, a need continues to persist and spread for ideas to achieve deeper and more transformative societal changes. Continue reading

President Trump’s Policy Overreaction Style during Manufactured Crises

Recently, we have witnessed deliberate constructions of migration crises, for example, by Victor Orbán, in Hungary in the period 2015–2018, and by Donald Trump, in the run-up to the U.S. 2018 midterm elections. In both cases, Orbán and Trump skillfully exploited the challenges that the general public sometimes faces in determining when a crisis begins and when a crisis is over. Furthermore, both leaders were willing to see certain threats, or at the very least the perception that there is a threat, ramped up in order to advance their political goals. They were able to step up existential warnings while taking advantage of the opportunities that arose as they determined the starting point and other temporal elements of the immigration crises they manufactured. Same-same but different: what can superdiversity offer that multiculturalism cannot?

Studies in psychology often refer to their samples as being WEIRD –Western, Educated, Industrialized, Rich, and Democratic. It should come as no surprise that most social psychology results rely on research that is tested on a narrow and in many ways privileged sample of society, given that most participants in behavioral studies are undergraduates at Western universities. What is more intriguing, and less obvious, is the fact that there seems to be an opposite, specular trend in the field of public and social policy. We—political scientists, sociologists, anthropologist, legal scholars—tend, by and large, to focus on subjects only insofar as they appear to be marginalized, racialized, or vulnerable: in short, only when they are seen as a ‘problem’.

The burgeoning, rich scholarship on migration and integration that has developed over the last years is no exception. The surge in research on (and research funding available for) minority integration, social cohesion and European identity is highly dependent upon migration being understood as a ‘problem’ to be managed, on ‘identity’ being seen as under threat, and on there being a clear-cut distinction between who belongs to a minority and who doesn’t, who migrants are and who they are not.

In my recent Policy & Politics article on the multilevel governance of superdiversity in Europe, as part of the journal’s superdiversity Special Issue, my aim is to problematize the relationship between identity and difference, and to suggest ways in which superdiversity can be employed as a useful tool to deconstruct what is usually left unstudied (because it is perceived as unproblematic): the so-called ‘mainstream’ or ‘majority’. Introducing our forthcoming Special Issue on superdiversity

‘Super-diversity’ is a concept introduced by anthropologist Steven Vertovec (2007; Meissner and Vertovec 2015) to capture migration-driven demographic complexity and diversification which have emerged over recent decades in London and similar urban centres. While the nature and impact of superdiversity have begun to be interrogated in a wide range of fields and disciplines, the governance of – and development of policy associated with – superdiversity has received little attention. This special issue of Policy and Politics brings together contributions from across Europe in order to begin to address some of the gaps in knowledge around the multi-scalar governance of superdiversity.

The first article in our collection, by Hadj-Abdou and Geddes, focuses on the implications of increasing diversity for governance at the European level. Their findings concern the emergence of new policy paradigms associated with diversity at the European level. Interestingly they reveal the radical transformations in policy and governance brought about by processes of diversification in the demos which have often been hidden in studies of European governance.

Geldof et al go on to argue that flexible migration strategies emerge in superdiverse urban areas and consider the interplay between transnational practices by migrants and existing institutional responses in the country of residence.

Van Breugel and Scholten’s contribution offers a national comparative investigation of how the Netherlands, the UK and France have used mainstreaming to respond to migration-driven transformations in ways that are driven by political and economic motives, rather than considerations of diversity.

Ambrosini addresses the changing relations between national and local immigrant policies, and the involvement of civil society in the urban governance of immigration.

Medda-Windischer’s piece shifts the analysis to the sub-national level. By examining the multi-layering of ‘old’ and ‘new’ minorities in South Tyrol, she highlights the shortcomings of traditional ways of thinking about the representation of minorities in policymaking processes and highlights the potential of superdiversity to move past some of these limitations.

Oliveria and Padilla focus upon the ways in which superdiversity has been used as a marketing tool to highlight the uniqueness of certain places and increase their attractiveness to tourists.

Magazzini’s article demonstrates the value of superdiversity as the basis of a model for the governance of minorities. Turning her attention to the Roma populations of Europe, she develops a nuanced and detailed critique of pre-existing models and an analysis of the possibilities presented by a superdiversity-based approach.

Pemberton examines the role of urban planning in responding to migration-related superdiversity. Through a focus on Liverpool in the UK, the article highlights the importance of class-based differences above ethnic and cultural differences in shaping the practices of urban planners.

Finally, in Jensen’s contribution, the focus shifts to the neighbourhood level where the tension between diversity as a social fact and the neighbourhood as a site of local governance is explored.

Collectively, the authors propose a multi-scalar investigation of how local, regional, national and supranational institutions are coming to terms with the rapid and profound transformation of their populations. In doing so, they also contribute to the development of an agenda for future research that considers opportunities and challenges for policy and governance in the age of migration-driven superdiversity. Taken as a whole, the issue suggests paths to pursue and questions that needs further in-depth investigation. It also opens up a space for the encounters between different bodies of scholarship that to date have not yet, or only fleetingly, met.

Squaring European workers’ mobility with occupational pensions?

In 2013, the University of Southern Denmark hired me together with a young Romanian colleague. While I was able to join straight away, she had to delay her arrival and extend her contract in Germany for an extra two months. Otherwise, she would have partly lost the entitlements accruing from her previous university’s pension scheme. This is because the minimum period to acquire occupational pension rights in Germany is five years. Hence, her right to the free movement of workers, guaranteed by the EU since 1958, was infringed.

The main problem lies with the coordination of social security rights across the EU. Even though the Coordination Regulations are the most advanced system worldwide that guarantees the portability of social security benefits for migrants, they cover statutory pension schemes only. By excluding supplementary, occupational pensions, they leave a regulatory gap in the protection of migrant workers under EU law. After decades of inertia, this suddenly changed in 2014 with the Supplementary Pension Rights Directive. Continue reading
