The Ken Young Prize will be awarded to the best article published in Policy & Politics during the previous calendar year (2013) selected by a panel of judges. The Bleddyn Davies Prize is designed to acknowledge scholarship of the very highest standard that has been published in Policy & Politics during the previous calendar (2013) by an early career academic.

The 2014 Ken Young Prize and the 2014 Bleddyn Davies Prize will therefore be announced and awarded at the Policy & Politics Annual Conference in September 2014. Both prizes consist of free registration to the annual conference, a framed certificate and a ticket to the conference dinner.

P&P at the ECPR conference

Glasgow was the perfect setting for the European Consortium for Political Research conference last week with the upcoming Scottish Independence referendum taking place in less than two weeks’ time and there was much discussion throughout the conference on the topic (it also inspired our recent post on The Dis-United Kingdom).  Policy Press took part in the publisher exhibition displaying Policy & Politics and a wide range of related books for the 2,500 visitors to browse. In a development that I couldn’t have scripted better had I been able to draft the legislation and push it through the Houses of Parliament myself, Bristol adopted a directly elected mayor in 2012. I have a long-held interest in directly elected mayors in the UK, and urban political leadership more generally. Since I arrived in Bristol in 1998 to work on an ESRC project on urban political leadership, the topic of leadership in Bristol has been a recurring one. Bristol’s abrasive politics has meant that many council leaders’ terms in office were short-lived, despite their abilities as leaders. Continue reading

Policy & Politics 2014 conference: The challenges of leadership and collaboration in the 21st century

If conferences are there to capture and signpost contemporary public policy issues, then for me this year’s P&P conference signals at least three main trends.

Firstly, complexity, fragmentation, collaboration and multi-sector and multi-agency governance are key concerns. Can we consider partnerships, co-production and networks as an antidote to the ‘ungovernability’ of complex issues in public and social policy? Does collaborative governance fair well on issues of legitimacy, accountability, or social justice, whether we talk about governing cities, health care, education, migration, or environmental policy? The impressive international outlook of the conference, with over 33 countries covered in different case studies implies not only that key concerns cut across continents, but also that collaboration, partnerships and co-productions are also equally fundamental aspects of global governance.No doubt the four keynote speakers Chris Ansell (Berkeley), Erik-Hans Klijn, ​(​Erasmus​​ University​)​, Helen Sullivan (Melbourne), and Jacob Torfing (Roskilde) will throw a lot of interesting questions and suggestions on the table. Crisis is not intrinsically problematic

Mark Chou from the Australian Catholic University in Melbourne argues that crises aren’t necessarily bad for democracy, but can force us to think in new and innovative ways about how we organise our democratic societies.

In The Confidence Trap, probably one of the most talked about books on democracy written in recent years, David Runciman tackles what he calls the history of democracy in crisis.

Like the GFC which consumed global financial markets, democracy too has been embroiled its own ‘crisis talk’ in recent years. From Britain, Australia and the United States to Egypt, Thailand and Russia, we’ve seen firsthand how vulnerable democracies – both new and established – can be. But unique as these democratic crises may feel, Runciman reminds us that they are in fact just the latest in a long line of democracies in crisis. Continue reading

Sharks, asylum seekers, and Australian politics

We all know that the sea is a dangerous place and should be treated with respect but it seems that Australian politicians have taken things a step (possibly even a leap) further. From sharks to asylum seekers the political response appears way out of line with the scale of the risk.

In the United Kingdom the name Matthew Flinders will rarely generate even a glint of recognition, whereas in Australia Captain Matthew Flinders (1774-1814) is (almost) a household name. My namesake was not only the intrepid explorer who first circumnavigated and mapped the continent of Australia but he is also a distant relative whose name I carry with great pride. But having spent the past month acquainting myself with Australian politics I can’t help wonder how my ancestor would have felt about what has become of the country he did so much to put on the map. The Dis-United Kingdom: Goodbye Scotland…or maybe not!

Since first posting it appears that the gap between the yes and no votes is narrowing, suggesting that a yes vote may not be so unlikely after all. Whether this means that Scottish citizens are now tending towards voting with their hearts rather than their heads is another matter. In any case, if you would like to comment, please do so below.

Is the UK really in danger of dis-uniting? The answer is ‘no’. But the more interesting answer is that the independence referendum is, to some extent, a red herring. The nationalists may well ‘lose’ the referendum but they have already ‘won’ the bigger political battle over power and money. All the main political parties in the UK have agreed give Scotland more powers and more financial competencies – or what is called ‘devo-max’ irrespective of what happens on 18 September. The role of voluntary associations in promoting political capacities and involvement has received a great deal of attention over the last 15-20 years. Extra-parliamentary organizations are assumed to produce a number of positive effects not only for individual members, but also for neighborhoods and local communities at large. They are thought to perform a social role, as the fabric that contributes to uniting society. The current drivers of innovation in the public sector are easy to spot. Internal pressures from budgetary constraints, policy failures and rising professional ambitions of public employees as well as external pressures from demanding citizens and stakeholders, critical publics, inquisitorial mass media and political demand for enhancing the structural or systemic competitiveness of nation states in the face of globalization have all contributed to placing innovation at the top of the public sector agenda where it is likely to stay for quite some time. Why is Labour demonising the poor and widening social inequalities?

In a recent announcement about cutting youth unemployment benefits, Ed Miliband taps into prevailing public opinion by insisting that those on benefits must work to acquire skills in order to deserve them. The way he speaks of those who claim benefits is completely in tune with those who demonise the poor, with sound bites such as ‘Labour… will get young people to sign up for training, not sign on for benefits’.[i]

This prevailing belief is in stark contrast to two key trends over the last few decades, argues Peter Taylor-Gooby, Professor of Social Policy at the University of Kent in a paper to be published in Policy & Politics. He explains: “The first is that about three-fifths of people below the poverty line live in households where there is at least one full-time earner. Much working-age poverty is a problem of low wages, not of unemployment and ‘spongers’. Secondly, spending in other areas of the welfare state such as health care, pensions and education has grown very much faster than the benefits directed at the poor, unemployment benefit and social housing. Spending on the poor is unimportant as a cause of current public spending problems.” Continue reading
