When we wrote this blog, Ukraine had not yet been invaded by Russia. However, it would feel inappropriate to us to publish this blog without acknowledging it. We are aware that we are no experts in the field of geopolitics or international relations. However, we cannot help but remark that the strategies we found in our article have become amplified in the rhetoric that surrounds the war in Ukraine. Indeed, the epic-tragic mechanism is part and parcel of democratic processes – as we show in our article – but it is also a part of incomparably worse phenomena such as (threats of) war. How do Street-Level Bureaucrats categorise citizens to decide who should receive services?

Street-level bureaucrats (SLB) are those workers who have direct contact with citizens while delivering services to them, for example teachers, police, counsellors, and health workers. They are very important both for the state and for citizens for several reasons. for example, they are the “face” of the state for many citizens, they are the “last mile” individuals in the policy implementation process and in the hierarchy of the organisation, and they also have significant power to allocate resources. Consequently many research studies, including ours, analyse street-level bureaucrats’ behaviour and how they interact with citizens. In our recent research article in Policy & Politics on How street-level bureaucrats use Conceptual Systems to categorise clients, we observe one specific aspect of SLBs’ work: how they classify types of citizens to decide who should receive each kind of service. We analyse this phenomenon by observing teachers. Continue reading

I am thrilled to have begun serving as Digital Associate Editor for Policy & Politics in January 2021. I have spent the last few months taking over this position from my colleague, Oscar Berglund, who now serves as one of the journal’s co-editors. As many of us are beginning to plan for our policy and politics-focused courses next semester, I figured what better way to celebrate joining the P&P team than to share with you some of my favorite Policy & Politics articles that make a great fit on a variety of syllabi? I hope this saves you time and effort in mining our recent articles, while also ensuring your course materials reflect the latest research from the frontiers of the discipline.

My initial suggestions are structured around two general topics that I hope many of you find yourself teaching or studying: one focused on knowledge, and one focused on actors/influence. I’m also sharing my top picks for readings on an increasingly popular policy topic: policy diffusion/transfer. In each case, I’ve recommended three articles that represent some of the most significant research we’ve published recently. My recent article in Policy & Politics investigates how bureaucrats on the front line make policy implementation decisions. Political leaders and lawmakers tend to assume that street-level bureaucrats will follow their direction and implement polices as they devised. However, front line workers, in fact, have room to interpret the policies in the implementation process. To understand what important factors influence street-level bureaucrats’ implementation decisions, my article examines two central elements in policy implementation: 1) whether street-level bureaucrats’ policy orientation is congruent with that of elected politicians and 2) to what extent street-level bureaucrats have discretion in implementing policies. Successful policy transfer and public sector reform in developing countries

The scope and intensity of policy transfer—defined as the process in which policies and institutions from one time and/or place are used in another time and/or place—has increased in the last two decades. An area where extensive policy transfer occurs is public sector reform. In particular, developing countries frequently draw heavily on New Public Management (NPM) practices originally designed for Western democracies. Perceived as best practices, NPM-related reforms influenced the good governance agenda for most developing countries in the late 1990s and early 2000s. They were based on market-like characteristics such as performance management systems and citizens’ charters. Developing countries have found these reforms irresistible, as they face a huge need to grow their economies and shrink their governments. Amidst the expansion of the practice of policy transfer, early studies assumed that a key to successful transfer was the transfer of policy models in their entirety. However, recent research – including our own article in Policy & Politics – suggests that local adaption is essential for success.    Continue reading

Claiming and Assigning Credit for Fulfilled Policy Promises – Why Policymakers Fight an Uphill Battle

A key promise of representative democracy is that the government strives to generate public policy outputs which are responsive to the preferences of (a majority of) the people. If it delivers on its policy promises, a government can expect to gain or maintain support in the electorate, but if it fails to do so, it is likely to be sanctioned at the next election. This amounts to a central – albeit perhaps somewhat romanticising – rationale behind political competition driving policymakers to do their job.  Continue reading

Improving policy implementation through collaborative policymaking

Implementation problems defined by the failure to turn public policies into practice and deliver the intended results and effects are pervasive and highlighted by the new focus on performance measurement. Public decision-makers spend a lot of time and energy creating public policies and then leave policy implementation to public administrators. However, numerous studies have shown that there is often a considerable gap between the planned outputs and outcomes of public policy and what actually occurs. The failure to deliver public policies is highly problematic as it undermines the governing capacity of democratically elected politicians and tends to leave societal problems unsolved.

While the traditional implementation theories primarily have located the obstacles to policy implementation either in the long-stretched administrative implementation chains, the coping strategies advanced by street-level bureaucrats or recalcitrant target groups, we propose that implementation problems are rooted in bad policy designs. Public policies are often flawed and ill-conceived, making them impossible to implement for even the most skilled and motivated public administrators. The problem is not merely that the policy makers suffer from cognitive limitations in the sense that they lack evidence that the new program theory will work or that they fail to anticipate implementation problems such as lack of skills and insufficient budget allocations. In most cases, the policy implementation problem goes much deeper as it is rooted in the failure to align problems, solutions, actors and resources and integrate local knowledge about the conditions on the ground.

In our recent Policy & Politics article, we argue that policy designs can be improved through collaboration between upstream and downstream actors, including elected politicians, public managers, service providers, user groups and relevant interest organizations and advocacy groups.  Multi-actor collaboration based on deliberation tends to bring forth relevant knowledge, stimulate processes of mutual learning and build joint ownership over the new solutions. Since the implementation of well-crafted policy designs cannot be ensured through traditional top-down implementation based on command and control, the collaboration design process should be extended in order to enable the adaptation of the initial policy design to better reflect local conditions and emerging problems and challenges. As such, policy design should be seen as an ongoing process that flexibly adapts as implementation challenges unfold.

Taking a more collaborative approach to designing and flexibly adapting public policies tends to blur the sharp lines of demarcation between design and execution, top and bottom and public and private. Moreover, it helps us realize that implementation problems are not solved by managerial ploys aiming to clarify and communicate the policy objectives, plan the implementation process, evaluate performance and reward high performers/punish low performers. As such, the core of our argument is that the New Public Management agenda fails to address the heart of the so-called ‘policy execution problems’. More relevant solutions toperennial implementation problems are predicated on the new ideas of innovation, collaboration and resource mobilization set out by the New Public Governance perspective.

In sum, our article offers a new solution on a classical problem: the failure to implement public policy. Instead of further pursuing the idea that the new managerialism will close the gap between planned and actual policy outputs and outcomes, we advocate the idea of collaborative policy design and flexible adaptation to emerging problems and challenges. Our argument is based on a theoretical rapprochement between established implementation theories and the new theories of collaborative governance and aims to open a new line of research.

The challenges of implementing targets in UK government – a ‘multiple streams’ approach

It has long been observed that policies can get lost in implementation. The best intended legislation or programme adopted by central government can get reinterpreted, distorted or even subverted when applied at local level, or across different areas of government. This was certainly the case with the British Labour government’s system of targets rolled out in the 2000s. Number 10 and the Treasury (the ‘core executive’) adopted a series of quantified performance targets designed to improve public services. And the government even monitored how far they were being achieved through rigorous reporting arrangements. But the targets were appropriated and applied in quite different ways across departments.
